The filing, issued through Anchorage Digital Bank, is the first Big Four reserve engagement tied to a Tether vehicle.
Reserve Composition
Cash holdings totaled $3.65 million. The remaining $13.95 million sat in reverse repurchase agreements collateralized by U.S. Treasury securities, with maturities running January 30 through February 2 and held through a U.S. broker-dealer. Cash balances were parked in bank and brokerage accounts carrying standard federal insurance protections, though some balances exceeded those coverage limits. Per the report: "All USAT-issued tokens are redeemable. There are no temporary or permanent USAT nonredeemable tokens."
Regulatory Frame
USAT runs on Ethereum at a 1:1 dollar peg. Structuring was built around the GENIUS Act, enacted July 2025, which constrains permissible backing assets and routes larger issuers toward federal oversight. Market cap has moved toward $20 million since the January launch.
